COVID Tests

Anyone self-insured having problems with the mandate that requires insurance plans to provide 8 COVID tests per person covered per month?  Our pharmacy benefits provider, Elixer, says they are setup to handle the mandate but our local pharmacies are refusing to bill Elixer for COVID tests purchased by plan participants.
