The Symposium will open with speaker Tom Bevan, co-founder and executive editor of RealClearPolitics, a trusted and political source in Washington. Tom will present a post-election analysis and political outlook.

Closing speakers will address the future of higher and legal education. The Institute of Education Sciences is a tremendous resource for policymakers, practitioners and researchers interested in education. Much of the information that CEF members rely on to ground their work—including in early childhood, K-12, higher education, and adult education—is based on data and research coming from, or funded by, IES. This briefing will be an opportunity for CEF members to learn more about the resources available to education advocates to best support our organizations.

How Title I Formula Funding Affects Students, Schools and Communities

Title I funding is the cornerstone of the Elementary and Secondary Education Act (ESEA) which provides financial assistance to local educational agencies (LEAs) and schools with high numbers or high percentages of children from low-income families to help ensure that all children receive a fair, equitable, and high-quality education, and to close educational achievement gaps. The topic of Title I funding received much debate during the reauthorization of ESEA, now titled the Every Student Succeeds Act (ESSA). This briefing will explain the current Title I funding formula and its effect on school districts and communities.

The Federal Budget and What Education Advocates Can Expect for Education Funding in the Future

Over the last few years, Congress has enacted several rounds of spending cuts to education and other nondefense discretionary spending. With the Bipartisan Budget Act of 2015 culminating at the end of FY 2017, there is much uncertainty about the future of the Labor, Health and Human Services, Education and Related Agencies bill. This briefing will feature a panel of budget experts that will discuss the federal budget, deficit and broader issues that will affect education funding levels.
IV. Education
· On Tuesday, the Department of Education’s Office of Civil Rights issued guidance clarifying the obligation of schools to accommodate students with ADHD. The guidance affirms that students with disabilities, including ADHD, must be evaluated timely and properly, and the school’s educational services must provide these students with “equal educational opportunity” under Section 504 of the Rehabilitation Act of 1973. Over the last five years, more than 10 percent of disability discrimination complaints have concerned students with ADHD. · Earlier today, the Department of Education released guidance on the McKinney-Vento Education for Homeless Children and Youths Program, which was reauthorized by ESSA. The program requires graduation rates for homeless students to be calculated for the first time ever, protects information about a student’s living situation, and requires preschool-aged homeless children to have access to support services. · On Friday, July 22, Anthony Bieda, the executive in charge of the troubled Accrediting Council for Independent Colleges and Schools (ACICS) spoke at the Council for Higher Education Accreditation’s summer workshop in D.C. The panel explored whether accreditation has become increasingly polarized. In the past, Senate Democrats, such as Elizabeth Warren, have pushed for the Education Department to strip the accreditor’s recognition. The hope is that Bieda and ACICS can “solve and address the legitimate issues the department has flagged” moving forward.
· In the Republican National Convention, Donald Trump, Ivanka Trump, Reince Priebus, Peter Thiel, and other addressees highlighted educational issues in their speeches. Trump vowed to “ensure that all of our kids are treated equally, and protected equally” and to ask himself: “does this make life better for young Americans?” Trump stated he will rescue children from failing schools by allowing those children to transfer to other schools of their choice and will assist college students drowning in debt. Meanwhile, Republican National Committee Chairman Priebus stressed the importance of restoring choices by taking power away from school unions and giving “power back to parents” as a way to “embrace school choice.”
· The Collaborative for Student Success is out with a new website entitle “Understanding ESSA.” Click here http://understandingessa.org/state-tours/ to view the site. The site details implementation procedures for ESSA from all 50 states. The website lists public hearings, listening tours, state committee meetings, and informational state websites.

The Policy Associate will support and assist the Company in furthering its legislative, regulatory, and administrative policy goals relevant to student financial aid and graduate and professional education. The Policy Associate will primarily be responsible for collaborating with the Director of Policy to implement a grassroots advocacy campaign related to Higher Education Act reauthorization. This work will include: engaging member law schools, monitoring and analyzing legislative and regulatory proposals, advocating for Company policies with Members of Congress, and drafting content as needed.
