The Wall Street Journal is reporting that Congressional and White House negotiators have reached a caps deal that will not only raise the caps but also raise the debt ceiling.

I am swamped at the moment and don’t have time to sniff around for the details, rumored or otherwise. But earlier reports were that their had been discussing increasing the caps by $320 billion, with domestic and military spending raised by equal amounts. So, probably good for labor-health-education spending, and thus for adult ed spending. We’ll have to see. Just getting the deal done would seem to me to be good news, as it would avert another shutdown crisis at the end of September.

And here is the Washington Post’s story:

https://www.washingtonpost.com/business/economy/trump-announces-support-for-two-year-bipartisan-budget-deal-that-boosts-spending-suspends-debt-limit/2019/07/22/94cf2172-acb6-11e9-8e77-03b30bc29f64_story.html

We’ll have to see not only the details but also whether this has the political legs to pass… my hunch is yes, but still, seems kind of unusual, for example, for Leahy to be out front early and this strongly in opposition to such a deal. From the Post:

The deal was immediately met with fierce resistance from some prominent Democrats and Republicans, a backlash that will force congressional leaders to work hard this week to assure they have enough votes for passage.

Sen. Patrick J. Leahy, the ranking Democrat on the Senate Appropriations Committee, said he was furious that the deal would not block Trump from using funds to erect a wall along the Mexico border
