The Education Department has issued guidance on recent changes to the Higher Education Act allowing students without a high school diploma or acceptable equivalent to be eligible for federal financial aid through career pathway programs.
The statutory changes were enacted in December and apply to students enrolled in career programs as of July 1x-apple-data-detectors://1 of last year.
In a Dear Colleague letterhttp://www.ifap.ed.gov/dpcletters/GEN1509.html last month, the department clarified the “ability to benefit,” or ATB, alternatives for those students. They would have to pass an ATB test approved by the department; complete at least six credit hours or 225 clock hours that apply toward a credential offered by the college; or complete a state process approved by the education secretary.
Career pathway programs must meet several benchmarks for students to qualify, too. For example, they must have both adult education and postsecondary program components and provide structured course sequences.
The department also breaks down what to include and omit from these students’ cost of attendance, and explains federal financial aid disbursement schedules for those students.
