MUNICIPAL COURT RULES OF DECORUM

Any counselors have rules of decorum that have been adopted for their municipal courts?  E.g., how to dress, turn off the phones, etc.?

Were the rules adopted by the court?  Or by the council?

I think the Judge should set the rules of Decorum.

My Towns have an Ordinance allowing the Judge of the Municipal Court to adopt rules.  I don't think they are limited to rules of procedure, so rules of decorum should be allowed.
