Here’s today’s CEF update. Lots of appropriations news.

FYI, the fact sheet referenced in OMB blog post below notes claims that under the House Republican appropriations bills and funding targets "2.4 million fewer people would receive job training and employment services, including help finding jobs and skills training."

FY 2016 Appropriations: Lots of activity this week! Below are the details on House and Senate action. OMB last week posted a new blog on appropriations: Congressional Republicans Show Their Hand: Committee Spending Levels Shortchange Key Priorities https://www.whitehouse.gov/blog/2015/06/02/congressional-republicans-show-their-hand-committee-spending-levels-shortchange-key-.

Most importantly, while not yet officially announced, the House Labor-HHS-Education Appropriations subcommittee is now scheduled to markup its bill next week, on either Wednesday, June 17 or Thursday, June 18 with full committee markup the following week (the week of June 22). The Senate is expected to markup its L-HHS-ED bill the week of June 22 with subcommittee markup on Tuesday June 23 and full committee on Thursday, June 25. Time to buckle your seat belts!
House: There will be activity on five different bills at different stages.
·  THUD: The House is scheduled to complete floor action on the THUD bill (H.R. 2577 - Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2016 http://rules.house.gov/bill/114/hr-2577) tomorrow night. ·  Defense: The House is also scheduled to take up on the floor on Wednesday and Thursday, H.R. 2685 - Department of Defense Appropriations Act, 2016 http://rules.house.gov/bill/114/hr-2685.  Rules is meeting on that bill tomorrow. That is bill #6.

·  State-Foreign Ops: The full House Appropriations Committee will markup the FY 2016 State and Foreign Operations Appropriations Bill http://appropriations.house.gov/news/documentsingle.aspx?DocumentID=394231 on Thursday, June 11, 2015 10:00 AM in 2359 Rayburn. The text of the draft full committee bill and committee report will be posted on Wednesday, June 10 at 10 am. That is bill #7.

·  Interior-Environment: The FY 2016 Interior and Environment Appropriations Bill http://appropriations.house.gov/calendar/EventSingle.aspx?EventID=394236 will be marked up in subcommittee on June 10, 2015 10:15 AM in B-308 Rayburn. The text of the subcommittee draft will be posted tomorrow morning.  Bill #8

·  Financial Services: The FY 2016 Financial Services and General Government Appropriations Bill http://appropriations.house.gov/calendar/EventSingle.aspx?EventID=394243 will be marked up in subcommittee on June 11, 2015 9:00 AM in 2358-B Rayburn. Bill #9.

That leaves just three bills left for subcommittee/committee action; Labor-HHS-Education, Homeland Security, and Agriculture.  It is possible/probable that all three get marked up in subcommittee next week and then full committee the week of June 22.

Majority Leader McConnell said today that he intends to bring up the defense appropriations bill immediately after the Senate completes action on the defense authorization bill.  That would likely mean the Senate turns to the motion to invoke cloture on the motion to proceed to the defense appropriations bill next Tuesday.  Senate Democrats plan to filibuster that motion to proceed.

CEF Gala Award Nominations: We are still accepting nominations for awards for this year’s Gala.  If you would like to nominate someone for one of our awards, please submit his form https://drive.google.com/file/d/0B19p6j32JwToRmtqd0d5ckplbW8/view?usp=sharing by COB this Friday, June 12 to Anais Duran (ADuran@cef.org mailto:ADuran@cef.org).  Please note that nominations should be based on what the individual has done to help support increased investments in education.  You can nominate the same person for more than one award. The process then is the Gala Committee will meet to discuss the nominations and make recommendations for issuing awards to the CEF Board. The Board then submits to the full membership the names of proposed awardees, which are then voted on at a CEF membership meeting.  We plan to vote on any proposed awardees at the CEF meeting on June 26.  If necessary, we might extend the nomination form deadline, if the gala committee decides we need more nominations. As a reminder, we have already approved giving an award to FCC Commissioner Jessica Rosenworcel for her leadership on increasing funding for the E-Rate.

ESEA: According to a news report this morning (McConnell Plans Busy Summer, But No Tax Reform http://morningconsult.com/2015/06/mcconnell/) “McConnell rattled off a list of bipartisan legislation Congress would try to tackle between now and the August recess, including a significant rewrite of No Child Left Behind, a cybersecurity bill and a measure to reform the Toxic Substances Control Act.”

Based on the schedule for defense items above, the earliest that the Senate could turn to ESEA would be June 16/17. It is possible that a cybersecurity bill could be taken up prior to ESEA, which likely push ESEA into July.

Today, The Leadership Conference Education Fund – along with Education Law Center (ELC) – released “Cheating our Future: How Decades of Disinvestment by States Continues to Jeopardize Equal Education Opportunity http://blogs.edweek.org/edweek/state_edwatch/Resource-Equity-Report-2.pdf,” its new report detailing the enormous resource disparities in public schools nationwide.
In addition, the Newark, N.J.-based ELC released its fourth national report card on the 50 states’ school finance systems, “Is School Funding Fair? A National Report Card http://www.schoolfundingfairness.org/,” showing that most states still don’t provide equitable resources for the millions of students attending schools in high poverty districts.
