Good afternoon:
Thanks to those that participated in today's federal funding call. I am following up with a couple of items. I will continue to update the group as I learn of additional items (and please keep sending me your updates as it's very helpful).
- As I mentioned on the call, I was able to get ahold of an unofficial spreadsheet of DOJ grant cancellations. I cannot independently verify the accuracy of this, but it was provided to me through an association game of telephone. It looks like most of the grants that were canceled were to nonprofits / associations though I do see some cities and counties listed.
- Also, a member from Kansas mentioned receiving communication from the Kansas Department of Transportation regarding the 4/24/25 DOT Memo outlining Kansas' expectations for local governments to receive transportation funding and I am pasting that email from KDOT below my signature block.
- I am attaching a Memo from FEMA with the subject "Actions to Rebalance FEMA's Role in Disasters."
I am going to move up our next funding call to 2 weeks from today so stay tuned for updated calendar invites. I am working on getting something more consistent going but my travel schedule for IMLA events has sometimes gotten in the way of that and I want to keep up the calls given the amount coming at us.

Good afternoon,
As many of you know, Sean Duffy, US Secretary of Transportation, sent out a letter recently that outlines his expectations for recipients of federal financial assistance. In his letter, he makes clear prohibited verbiage that recipients may not use and actions they may not participate in. More specifically, at this point we are advising, to the MPO partners, to remove the references to the now rescinded 2025 Planning Emphasis Areas (PEAs), equity, and Justice40 from all core documents. While we know that it is not feasible to have all documents updated, approved, and out for public comment within 30 days; we do ask that your MPO demonstrate that active progress is being made within that 30 day window. As Secretary Duffy iterates, failure to follow all the laws outlined in his letter will result in a loss of federal financial assistance. As a heads up, MPOs may also be required to amend core documents to remove references to Environmental Justice (EJ). We are currently awaiting additional federal guidance. In the meantime, please feel free to reach out to myself and/or Ryne with any questions, comments, or concerns.
