City of Mustang has an item at the beginning of the meeting for citizen comments. Generally limited to three minutes. There can be no discussion of what the citizen raises among the council because it is not a listed item on the agenda. There is also a place for council members to make comments of issues in their wards. Again, no discussion among council, it is more of an opportunity for a councilmember to report "how things are going in our ward." Sometimes, that report is simply a "everything is fine in Ward ___." A similar item for "commissioner comments" is at the end of the Planning Commission agenda. Typically there is nothing said there. Sometimes a commissioner will suggest that an item be included on the next agenda for discussion. Again, things mentioned are not discussed among the commissioners.

City of Norman has a Miscellaneous Discussion item as well at the end of their posted meetings. There are some practical Open Meeting Act issues with this practice as discussed in the following article on the Raising the Bar website.
