Local jurisdictions create Shoreline Master Programs to implement the WA
Shoreline Management Act. These master programs include:

  • shoreline environment designations (SEDs)
  • maps depicting the location of the different SEDs on shorelines
    of the state
  • governing policies
  • regulations
  • shoreline restoration planning and enforcement provisions

Shoreline Master Programs apply specific policies and regulations to new
uses and development on shorelines along rivers, larger creeks, lakes
and the Puget Sound. These can include shoreline stabilization
practices, recreational development, boating facilities, residential
development and agriculture which will impact near shore residents. Van
Zwalenburg will present basic fundamentals of the SMA and the new
changes passed by the state legislature and the resultant implications.
Erkkinen will discuss the progress Pierce County is making in revisions
and the time line for adoption. Mendenhall and Eklund will discuss the
challenges that cities face in implementing the new changes.

The Puyallup River Watershed Council is a forum that promotes and
implements programs to restore, maintain, and enhance the watershed in
order to protect its environmental, economic, and cultural health.  It
is a voluntary group with diverse membership, representing private
