Madison, Wisconsin recently created an oversight board and a full time monitor position. The monitor is hired and reports directly to the board, the position was just filed this year and we have just begun the process of digging into this new position and way of doing things. I would be curious on how it's gone in other jurisdictions. Marci

The City of Dallas also has a police monitor. Dallas is the neighbor to the east of the City of Fort Worth. I have attached a copies of our city ordinances regarding the Office of Community Police Oversight and the Community Police Oversight Board. Both of the ordinances discuss the role and function of the director/monitor.
Dallas has had a civilian oversight board since the 80's. But, in 2019 the board went through a reformation to include the position of the monitor. The monitor is the director for the Office of Community Police Oversight and directly reports to the City Manager. The ordinances detail the scope and function of the director and the office to the board regarding the police department.
In the beginning, it was a challenge for the department. But, it seems to be working better now. I find that knowing the background of the individual who serves in that capacity is critical.
