Remember when Wednesday Night Racing was fun? Who hired a bunch of
congressmen to make up rules to protect us from ourselves? I do not want
to wear a PFD on a 90 degree summer Wednesday night. And I donât want
to carry a Farmerâs Almanac to know when the âofficial sundownâ
is. Nor do I want to buy a code flag set to use one flag, and hang it
six feet up my backstay where it will get jammed in the pulley for the
backstay adjuster. We have been fine for many years without all this
interference. Who is forcing all these ârulesâ down our throats?
This is getting out of hand and it must stop.

the play and government buoy "11" comes in to play in order to gain the
distance lost by restricted construction zone.
You can easily see the visual references for the above changes in sailing
instructions map (attached). Also, approximate coordinates of each buoy
for the race courses are in a separate table, on page 2 of the sailing
instructions.
There are couple of changes to sailing instructions as well. I copied them

I'm strongly in favor of the streamer ya code flag option to recognize class. It would be much more difficult to identify a particular code flag than a simple color. The color ID worked great. Why would one want to complicate things (if it isn't broke, don't fix fit!)? Moreover, where could one get a single flag? Wouldn't that be a very needless expense?

I have been watching some of the comments going back and forth about the new changes to this year’s Wednesday night racing instructions. We put in using code flags instead of streamers to be flown on back stay during racing in answer to many requests from last year. If there is a strong opposition to this change, I am not opposed to making a change back to the streamers as used last year. Let’s see what we get as feedback on this.
As to the requirement to have navigation lights on 30 min after sunset. This is a coast Guard requirement.
As to wearing a PFD 30 minutes after sunset, I have discussed this with several racers and with Race Patrol. There will only be 1 patrol boat out on race course during Wednesday night racing and this boat could possibly be as much as a mile away from an incident. If it is dark, then it might be difficult to locate a victim. If you are in water without flotation wearing clothes, You might not be able to stay afloat that long. The decision to be safe is paramount. It is my view that it should not be that difficult or inconvenient to comply with this addition to the sailing instructions. I plan on keeping in this requirement in the sailing instructions.

You may lose some racers who simply have had enough of big brother telling them what to do. 90 degrees, light air and a pfd? You’ll sweat like the proverbial pig.
That increases the chance of heat stroke, and increases everyone’s hydration requirements…
If we were losing people overboard every week, I can see it, but that is not our experience.
I’ve been hit by a boom more than I have fallen overboard. Why not require helmets for all participants? And shin guards? And a mouthpiece to protect our dental work…. It’s a slippery slope.

I like the idea of dropping the code flag requirement. That
seems wonky. Streamers were fine.
As far as 7.2, if the majority were in favor, and/or RC was insistent,
how about a compromise. What if it was based on wind speed and/or
windspeed
and sundown. I would suggest we require the RC to notify racers at
the start
of the race: if it's a race that will require PFDs throughout the
race, or
after sundown, if at all. AND if required at sundown, then I would
require the RC to alert racers again at sundown. I know this
complicates
the issue and best to keep things simple, but I understand the RC
wanting to
embrace safety. Being forced to wear a PFD in a hot drifter is dumb.
If that's
too much, drop the whole thing and instead implore racers to use
commons sense
and have the RC encourage use of PFDs on bad nights.
I have no issue with 13.2 going digital.

code flag cost around $25. I don't see why we need
this. The sails have numbers. And we don't have that many
boats. And some are easily recognized, like Matt's Tartan 27 and

First race of Wednesday
Night Racing is near. I wanted to send
everyone the attached copy
of 2014 Wednesday Night Racing
Sailing instructions and
ask you to renew your PHRF certificates.
Obvious change is the
racing area.
As provided by
construction authority and soon to be approved by
USCG, we are loosing most
of the area south of the club. Hence
the racing area shifted
north accordingly.
Use of Government Buoy "8"
is naturally eliminated for racing,
there is a new racing buoy
comes in to play, will be dropped by
the racing committee and
called "E". This "E" will be in place,
approximately parallel to
and north of "8". The other change is
the government buoy "10"
taken out of the play and government
buoy "11" comes in to play
in order to gain the distance lost by
restricted construction
zone.
You can easily see the
visual references for the above changes
in sailing instructions
map (attached). Also, approximate
coordinates of each buoy
for the race courses are in a separate
table, on page 2 of the
sailing instructions.
There are couple of
changes to sailing instructions as well. I
copied them
below.
7.2 The mooring area
and
restricted
construction zone are designated as obstructions. No
boat shall sail within
these obstructions while racing. The
mooring areas are defined
as the area within straight lines
joining all outermost
mooring buoys and the restricted
construction zone is
between the “R”’s
and
the bridge in the course map. “R”’s maybe subject to change
by construction. The
penalty for sailing within these
obstructions while racing
shall
be
disqualification fr
om that race. This changes RRS A5.
Restricted construction
zone is taken out and you will be
disqualified if you sail
into the area during the race. (hey
you cannot go in there
even if you are not racing)
13.2 Protests and requests
for redress shall
be
made on the NBC Web site, Wednesday Night Protest Form, no
later than 11:59 p.m. on
the following day of the
race. Further instructions
will be found
on the
online protest form. Protests will be heard prior to the
start of racing on the
following Wednesday Night. This
changes RRS
62.2
We heard loud and clear
that protest time was short and
process was a bit involved
. Hence the filing deadline
time extended to the
following day 11:59 PM
15.3 Any boat sailing
without proper night
lighting and everyone on board not wearing
PFD’s 30 minutes after
official sunset will be disqualified
immediately by the
Race Committee without a
hearing. This changes
RRS 63.1, A4 and A5
One more safety rule would
not hurt. If you
get
hit by a boom and fall into the water without PFD is bad to
begin
with, adding darkness to
the mix is a
disaster. This is added for safety. Put your lights and PFD's on
after 30
minutes of the official
sunset. If you or any
member of your crew is not
wearing a PFD after 30
minutes of official
sunset of the race day, RC has the authority to disqualify you,

Wednesday night racing in Haverstraw Bay has no official race committee,
racers share the responsibility to officiate the race. They have no race
patrol and therefore no strain on manpower, no fleet has to "volunteer"
members. The races are attended by various boat clubs in the area. They
still have competition, a reason to sail your boat in 6kt winds, trophies
and more importantly a good time in all weather.
