Renewed effort to annex

The SA Biz journal is reporting renewed efforts to annex our area....of course now needing voter approval but there was apparently an exception clause for military bases....the journal reports that if the voters don’t approve they can still institute zoning overlays?  I assume this means the city can enforce zoning issues but no taxes?  Obviously we need to be on our toes should this go to a vote!

Kevin, good morning.
You are correct.  The COSA sees a huge tax base opportunity and will continue their efforts to get our tax dollars.

SB 6 was passed  last year with the following amendments.  This bill gives the voters a voice in being annexed.  If the voters say no to annexation, there is provisions to allow regulation of the land 5 miles around a military installation as determined by the joint base study.  Those include protecting the night skies, limiting development of certain commercial structures.  All this is beneficial in maintaining the integrity of our area.

Amend CSSB 6 (house committee report) by striking page 1, lines 12-13, and substituting the following:
(3)  "Tier 2 county" means a county that:
(A)  is not a tier 1 county; or
(B)  is a tier 1 county in which a majority of the registered voters of the county have approved being a tier 2 county at an election ordered by the commissioners court on the request by petition of a number of registered voters of the county equal to or greater than 10 percent of the registered voters of the county.

Amend CSSB 6 as follows:
On page 4, strike line 6-12 and insert the following:
(b) A municipality may annex for full or limited purposes, under the annexation provisions applicable to that 5 municipality under this chapter, any part of the area located within five miles of the boundary of a military base in which an active training program is conducted. The annexation proposition shall be stated to allow the voters of the area to be annexed to choose between either annexation or providing the municipality with the authority to adopt and enforce an ordinance regulating the land use in the area in the manner recommended by the most recent joint land use study.

If COSA is able to apply zoning decisions that they make without input
from our subdivision, isn't that somewhat like enforcing
laws/regulations made without us having any representation in their
creation?  Somehow, that just strikes me as part of why there was that
dust up in the late 1700's between some colonies and the Brits.
