Before blindly pouring mineral/baby/sperm/snake/Wesson/etc oil over your resistors, you need to check the oil for contamination and leakage. The Fluke 720A KVD manual talks about how to check that unit for contamination based leakage resistance (which must be < 10E12 ohms). Basically you series connect (with teflon wire) a 1000 V supply, two of the KVD terminals, and a 1.1 meg resistor and measure the voltage drop across the resistor with your null voltmeter (with everything isolated on high quality dielectric sheets).
