Can a non collusion affidavit be signed before a notary in a state other than Oklahoma?

I don’t see why not. 74 OS § 85.22 doesn’t explicitly require an affidavit; it requires a “certification” substantially in the form provided.
I would think a statement under penalty of perjury as authorized by 12 O.S. § 426 would also be acceptable.
