Can your friend get a tube down into the tank near the bottom of the
tank, and thus siphon or pump out water directly?

If not, try disconnecting the fuel supply hose where it comes to the
Racor (with fuel supply valve at the tank closed).  Run the fuel supply
hose into a bucket, open the valve long enough to drain what will safely
fit in the bucket, then close the vale, and repeat until little water
comes through. Unfortunately, I have had to do this.
