I just want to make sure my understanding is correct. Under the Competitive Bidding Act, the notice by publication pursuant to 61 O.S. 104 is 21 days. The calculation starts the day after the first day of publication and the 21st day would have to be the day before the bids are opened.  So in my case, the first publication is on January 24, 2020, the bid opening could be the 15th of February or thereafter, and if during the workday, would have to be on the 17th of February or thereafter.  Am I correct?
