Greetings All:

My municipality would like to hold a cornhole tournament.  The tournament would be put on by the City.  The City would like to provide cash awards ... likely for first, second and third place.  The cash awards would be paid from registration fees.  Anyone see any issues, pitfalls or illegalities in this arrangement?

If the City is collecting registration fees, then that becomes City money that would need to be receipted in and at some point appropriated for use for prizes or other tournament expenses.  I believe with the City receiving money and then paying for expenses, the process would need to follow the same accounting practices as receipt and expenditure of other city revenues.  Typically this type of event would be handled by the Parks and Recreation department using appropriated funding for expenses, and then appropriating collected event revenue back to that department to cover "up fronting" the expenses.    Depending on the level of revenue you expect to generate, this may be more cumbersome of an accounting process than what could be justified.

Another approach could be asking the Chamber of Commerce or some other civic organization to partner with you in this effort.  For smaller amounts of revenue where you anticipate registration fees to pay for prize money and cover expenses of holding the event, having collection of revenue and payment of expenses handled by a private entity, with the City simply providing the location, could be more simplified and more efficiently run for the amount of money that would likely be generated from this type of tournament.
