Annexation and Fire Protection Districts.

Good afternoon to all

We have annexed property which may overlap with a fire protection district, and I am looking at title 19 O.S 901.23 and trying to figure out the process for annexation and if fire protection districts must be included in annexations by a municipality and if so, are there exceptions?

Can anyone help with directions or suggestions on how to deal with existing fire protection districts and advise if they have the right to prevent annexations or require notice before an annexation takes place.
