My city will soon have a vacant building, except for the housing of
electronic equipment. It will be more economical to leave the electronic
equipment in the building rather than moving it to a new location. I
have looked at Article 10, Sections 14 and 17 of the Oklahoma
Constitution. The Chamber of Commerce would like to occupy the building
for offices. I would think there would have to be rental agreement. Any
ideas?

I would recommend a rental agreement where the chamber agrees to provide services pertaining to economic development as part of consideration for lease.

I concur with David. Our city provided space to the Chamber for some years under an agreement and the Chamber in return performed economic development activities for the City.
