I certainly think so.  You might also want to look at the Catfisher 32 which was developed from the 28.  About 18 were built, most of which came to the US courtesy of Rod Gibbons who's here on the list.

The 28 used a hydraulic drive system with a pump on the engine and a motor in each hull.  The 32 was more conventional in that it used a single Sonic outdrive leg.  The best feature of both boats was a second helm station inside the pilothouse, in addition to the conventional one in the cockpit.

I love the look and the layout and I just wish they were still available new.  I'm sure Rod will be able to tell you more than you ever thought possible if you can contact him.
