Has anyone had a court render an opinion on what rules of procedure should apply for cases seeking judicial review in district court of a zoning decision under 11 O.S. § 43-109.1 (zoning cases)? Oklahoma Pleading Code? Other appellate rules/Administrative Procedures act? The statute does not provide for the time or means for serving the lawsuit on the parties. I can make an argument both ways, but the time for service is very unclear.

As far as service, it will be like any other civil action requiring issuance of a summons and service as provided by 11 Okla. Stat. § 22-103 ("Any notice or process affecting a municipality shall be served upon the municipal clerk, or in his or her absence then upon a deputy municipal clerk and upon the mayor").

12 O.S. Sec. 951 providing for 30 days is what I've used for various other challenges in the district court.
