Blight - abandoned buildings,dilapidated buildings, etc.

We are in a rural area with a significant amount of abandonment and dilapidation.

Anyone have an effective procedure or plan to fight blight that isn't a drain on resources and money that they would share?

Anyone ever file civil suit to recover abatement costs?  Or purchase the purchase the property prior to abatement to avoid lien process and continued blight?

Is the newest version of 68 O.S. §3129 regarding common area nuisance going to help?

This is a plan I presented to our City Council last year, which includes a step by step process which incorporates provisions of the International Property Maintenance Code and Title 11. I've also included a flow chart for ease of reference to the step by step process in the modification plan.
