PRWC Forum: transfer of development rights

The Puyallup River Watershed Council (PRWC) forum will be held on Wednesday Sept. 23 from 5-7 pm at the Sumner City Hall Council Chambers.

This forum will focus on the work being done state wide to develop a long standing land use planning tool for local governments. It has been known as Transfer of Development Rights (TDRs).  This process has been infrequently used throughout the U.S. for years, mainly because of its complexity.

The Cascade Land Conservancy (CLC), the local Conservation District and the Pierce County Planning Department are all working on new regulations that will enable a vibrant transferable development rights market.  The end result would mean funding the perpetual conservation of working farms, working forests and other critical habitat lands as a result of a developer receiving density credits to up-zone a piece of property that is more urban in nature and appropriate for more density.

Some of these lands will be in the White River corridor. Speakers from each of the organizations will attend the PRWC to give their perspective on how this transfer of development rights program will unfold in the coming years.

Ryan Mello from Cascade Land Conservancy will be the lead speaker. Kim Freeman, from Pierce County Planning and Monty Mahan from Pierce Conservation District will join in.

Also on the agenda will be Jason Mulvihill-Kuntz the Coordinator from the Puget Sound Partnership (PSP) for the South Central Sound Action Area (SCSAA). He will make a presentation on the newly proposed caucus group.
