Here is yesterday’s update from Sheryl. I’ve also attached CEF’s letter that was sent up to the Hill yesterday regarding the House Labor-HHS-Ed bill. Full committee markup begins in about 5 minutes.

The committee report has nothing particularly interesting to say about adult ed except to confirm the numbers we already knew. There was one dig at the delay in the WIOA regs in the section on the department of labor on page 5:
WIOA Implementation.—In a March 2016 report entitled ‘‘Workforce Innovation and Opportunity Act: Information on Planned Changes to State Performance Reporting and Related Challenges’’ (GAO–16–287), the Government Accountability Office (GAO) cited limited guidance and lack of regulations implementing WIOA as reasons for the slowed implementation of the Workforce Innovation and Opportunity Act enacted in July 2014. The Committee directs the Department to finalize and implement critical WIOA regula- tions as soon as possible.

I. House Appropriations

REMINDER: The House Appropriations Committee has scheduled the mark-up of the FY2017 Labor-HHS-Ed bill for tomorrow, Wednesday, July 13th at 10:00 am in 2359 Rayburn House Office Building. ·      This afternoon, CEF will be sending a response letter to Chairman Cole and Ranking Member DeLauro of the House Appropriations Labor HHS Sub-Committee. The letter will also be shared with all members of the full Appropriations Committee in advance of tomorrow’s full committee mark-up.

IV. Education

·      Senator Murphy (D-CT) and Rep. Marcia Fudge (D-OH) introduced the Stronger Together School Diversity Act of 2016 this morning. The bill builds on the President’s FY2017 Stronger Together budget proposal, aiming to increase diversity in schools through the use of substantial financial incentives. The Act authorizes $120 million to provide planning and implementation grants to support voluntary efforts to increase diversity, both socioeconomic and racial, in schools. These grants could be used to fund the hiring of new teachers, expand programs to attract students from outside the local area, revise school boundaries and establish public school choice zones, and develop evidence-based plans to address socioeconomic and racial isolation. ·      On Monday, the House passed five bipartisan higher education bills by voice vote. These bills were reported out of the House Education and Workforce Committee last month. Both Chairman John Kline and Ranking Member Bobby Scott expressed a recognition that more needed to be done in the area of higher education, but when asked about the prospects of a reauthorization of the Higher Education Act this year, Rep. Scott stated that “it may be next year before we get around to it.” The bills are listed below:
o  The Accessing Higher Education Opportunities Act (H.R.5529) allows Hispanic-Serving Institutions (HSIs) to strengthen dual-enrollment programs, and also calls on HSIs to help train more Hispanic medical professionals.
o  The Simplifying the Application for Student Aid Act (H.R.5528) makes the FAFSA form easier to complete, notably allowing students to apply for aid based off income two years prior to their application.
o  The HBCU Capital Financing Improvement Act (H.R.5530) authorizes the Department of Education to provide additional information to HBCUs about how they can utilize the HBCU Capital Finance program.
o  The Empowering Students Through Enhanced Financial Counseling Act (H.R.3179) augments financial counseling services for students receiving federal loans and grants.
o  The Strengthening Transparency in Higher Education Act (H.R.3178) clarifies the college selection process for students, making information about college completion rates and financial aid easier to access.
V. Job Posting

Access Group. Inc. is seeking a Policy Associate to join its Center for Research & Policy Analysis in Washington, DC. The Policy Associate will support and assist the Company in furthering its legislative, regulatory, and administrative policy goals relevant to student financial aid and graduate and professional education. The Policy Associate will primarily be responsible for collaborating with the Director of Policy to implement a grassroots advocacy campaign related to Higher Education Act reauthorization. This work will include: engaging member law schools, monitoring and analyzing legislative and regulatory proposals, advocating for Company policies with Members of Congress, and drafting content as needed.
