I’m writing to ask for your attention to a federal comment opportunity.
The U.S. Department of Agriculture (USDA) is soliciting comments on whether it should change certain rules that govern the Supplemental Nutrition Assistance Program’s (SNAP's) 3-month time-limit on non-disabled adults ages 18-49 without dependent children, often referred to as Able Bodied Adults Without Dependentshttps://www.cbpp.org/unemployed-adults-without-children-who-need-help-buying-food-only-get-snap-for-three-months (ABAWDs). SNAP is our nation’s most important anti-hunger program, helping 42 million people put food on the table, but these individuals are limited to just 3 months of SNAP in a 36-month period unless they engage in work or job training activities at least half time. However, states aren’t required to offer opportunities for engagement, and most do not at significant capacity to serve the need, so even if an individual is willing to work they can still lose their benefits.
USDA issued an Advance Notice of Proposed Rulemaking (ANPRM) to request input on changes that would include expanding the number of people who are subject to the time limit and taking away the flexibility states now have to mitigate its harm. It is important that USDA receive many comments highlighting how damaging these changes would be for vulnerable individuals.
We know you are deeply concerned about the basic needs of those you serve and understand that efforts to cut individuals off from crucial food assistance would make their lives more difficult and make it harder for them to succeed in the labor force. We urge you to submit comments, and ask other organizations throughout your network to submit their own, and have made it easier for you to do so. Attached you will find template comments, which we encourage you to customize to highlight the specific challenges facing these childless adults in your state or local community. Comments are counted individually so sign-on letters from multiple organizations will have less impact than individual comments.
