I decided to stop at Turtle bay for a small amount of fuel and showed them the document--no clearance was necessary.  I don't remember the wording of the Zarpe--it was about 20 years ago.  I don't know if this document is currently available.  Things have changed a good deal since then.

I did not know it existed, but when I stopped at the Apacolco Yacht Club, the manager suggested that the agent could get this for me.  It cost much less than all of the other permits which would have been necessary.
