I am looking for a Structural Engineer in Oklahoma or the Texas Panhandle to inspect a dilapidated apartment complex with a view toward serving as our expert witness in the event of litigation. My municipality has a 40 year old apartment complex located within its limits. It has deteriorated significantly having been vacant and unmaintained for several years. We have initiated our dilapidated building process which follows the state statutes on dilapidated buildings. That process in in abeyance for a time, by mutual agreement through the owners’ attorney. We have provided a list of repairs that would bring the complex into compliance with the appropriate building codes. It is doubtful the owners can/will spend the requisite sums necessary to do so. It is possible that the city will declare the property to be dilapidated and mandate demolition. The owners have filed a tort claim for $525,000.00 against the municipal public works authority for a sewer backup. We perceive this as an attempt to gain leverage and concessions in the dilapidated building process. The property is For Sale and the owners are ‘patching’ the buildings, including self-help remediation of asbestos.
