End of the Week Labor-HHS-Education funding bill Update

Hi everyone,

Last night the Senate passed the Labor-H/Defense minibus by a vote of 85-7, after negotiating a final manager's package of amendments, and agreeing to vote on Senator Paul's amendment on Planned Parenthood (#3967), which failed 45-48. They also took care of that point of order that Sen. Enzi was going to raise objecting to the method of offsetting the Pell Grant increase by voting to waive the Budget Act with respect to this bill. They can do that.

I didn’t see anything in the list of amendments included in the manager’s package that seemed relevant for this group. HOWEVER, for the one member who has been closely following this issue , I should note that the Flake amendment to prohibit the use of funds for the development of beerbots or other robot bartenders was included.

Jeff,

Thanks.  I was at a large Pell grant meeting for the incarcerated yesterday in DC where many of us are trying to track the growing Republican support for either continuing the current Pell experimental grants for inmates and/or dropping the 1994 prohibition of Pell grants for adult federal and state prisoners.  It is very odd that we see more support, especially since Trump generally crushes any Obama initiatives except this one.  Your HEA reports are most  helpful.  Right now not much is happening but we worry about about someone putting in strong restrictions on any legislation so that few inmates would qualify or benefit.

Jeff,

Thank you once again for your insightful updates.

I think the Coalition should consider taking a position on Senator Flakes unfortunately amendment.

I am happy to draft something if that would be helpful.

Peter
