Now I have word from Stan Reynolds, who intends to move his trawler from Panama City to Destin, that the USCG says via a phone call that the "ditch" is partially opened to pleasure vessels. Just contact the dredge for passing instructions. Having said all that, I will note that we are again experiencing record breaking rains this week.
