Rental Property Nuisance Suit

Friends, the county I represent has experienced a large increase in the number of homes being purchased by large investment companies who convert the property into rental properties. In some instances, these investment group have acquired entire, or nearly entire, subdivisions. Not only is this making the market for available resale purchases tight, but over time the rental properties tend to degrade and the neighborhood suffers. This is particularly true when the investors are large REITS or similar, and have no local presence.

One of my partners is looking at potential for filing public nuisance litigation against some of the larger investment companies involved in the practice of buying residential properties and converting them into rental properties.  Has anyone participated in such litigation in the past or have any insight into this problem?
