Dilapidated Restricted Indian Lands

The City of Atoka needs to address a home and lot that has been abandoned, is overground, and dilapidated.  The property is owned by seven absent owners, and it is non-taxed restricted Indian land.  The City has been under the impression that they are without recourse due to its restricted status.  Unfortunately, the property is to a point that it is very much a fire and life safety issue.

I was wondering if anyone had dealt with this situation in the past and if you had any advice on how to handle it.
