Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state.  The Toxics Cleanup Programhttp://www.ecy.wa.gov/programs/tcp/cleanup.html (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions.  Our mission is to get and keep contaminants out of the environment.

TCP's Tacoma Smelter Plume (TSP) yard cleanup program in Lacey, WAhttp://www.ci.lacey.wa.us/ is looking for a Field Coordinator (Environmental Engineer 3).  The TSP yard cleanup program is a high priority project covering two regions - Northwest Regional Office (NWRO) and Southwest Regional Office (SWRO).  The TSP yard cleanup program is focused on soil sampling and remediation of residential properties and multi-family housing.  It is estimated that nearly 16,000 properties will need to be addressed.  Funding for this work comes from the Asarco bankruptcy settlement.  This project position is currently funded through June 2021.

This position is open until filled, with initial screening on December 21, 2012.  In order to be considered for this screening, please submit an application on or before December 20, 2012.  The agency reserves the right to make an appointment anytime after this screening date.

As a licensed engineer, the successful candidate will complete the following tasks:

  • Independently provide engineering oversight for the planning, design and construction of cleanup individual residential yards
  • Oversee property sampling contractors in the field
  • Review sampling data and engineering designs, site plans, engineering reports and review and write plans and specifications for cleanup of properties.
  • Oversee construction contractors in the field
  • Provide technical assistance and work with homeowners regarding sampling
  • Document work sites
  • Assist with data management and file documentation
  • Assist with six month or one year review of cleanup actions

QUALIFICATIONS:

Required Qualifications

A master's degree with major study in one of the following engineering fields: sanitary water resource, civil, geotechnical, environmental, chemical, mechanical or related field

AND

Registration  as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington

AND

Two years of experience in environmental engineering.

OR

Engineering-In-Training Certificate OR Bachelor's degree with a major study in one of the following engineering fields: sanitary water resource, civil, geotechnical, environmental, chemical, mechanical or related field

AND

Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington

AND

Three years of experience in environmental engineering.

Desired Qualifications

Working knowledge of Model Toxics Control Act Regulation (WAC 173-340)

Working knowledge of archaeology laws and cultural resource protocols.

Initial 40-hour hazardous materials training followed by annual 8-hour refresher.

Experience with AutoCad or other drafting software.

License Requirements

Registration as a Professional Engineer in the state of Washington as required by RCW 18.43http://apps.leg.wa.gov/RCW/default.aspx?cite=18.43.
