President's FY 2016 Budget Request / Policy Call Reminder

NCL Members,

I encourage members to share with the list any thoughts on the President's FY 2016 budget request released today. Specifically, I suggest using this list as opportunity to share with each other (1) budget issues for any federal program other than AEFLA/WIOA that your organization is following; (2) any NEW proposed programs that you think have potential implication for adult education; and (3) any official organizational responses to the the President’s proposal.

My 20 second analysis: It appears AEFLA was funded at the authorized level under WIOA, but the state grant allocation appears to be frozen at FY2015 levels. Bump to National Programs is above the authorized level under WIOA. The net result keeps them at the overall authorized level.

As reminder, our regular policy calls occur on the first Wednesday of the month at 4pm. That means our next call is this coming Wednesday, February 4th, at 4pm. During this call, we’ll discuss how or whether the coalition wants to respond to the President’s proposal. Mark your calendars!

The ability to benefit language introduced in the cromnibus is included here as well. "Adult education" combined with Postsecondary remains the key to making students without secondary credentials Pell eligible. I would love to see some guidance and encouragement around this strategy.

This is from an article in the Chronicle of Philanthropy:

The proposal would provide $1.18-billion for the Corporation for National and Community Service, said chief executive Wendy Spencer http://content.govdelivery.com/accounts/USCNCS/bulletins/ee2188, supporting a record 90,150 AmeriCorps members while creating service opportunities for 270,000 Americans via Senior Corps.

While AmeriCorps does not play as big a role in adult education as it once did, my assumption is that many adult ed CBOs still employ AmeriCorps members to some degree, so any increase proposed or enacted for CNCS is something we can put in the win column.
