Our city has ordinances that allow for continual fines for (basically) unkempt property and also has ordinances for the abatement procedure. I'm fairly new to the game and the guys at code enforcement, who are also new to the game, are asking if we have the authority to enter locked or gated property (basically not open to walk across or into without moving something, opening something, or climbing something) to abate the nuisance post-process. Can someone please provide guidance as how to gain legally entry for abatement if our ordinances are silent? Thank you.
