I volunteered at the Atlantic City Rescue Mission for about 20 years and
therefore am not particularly uncomfortable being around homeless people.
There can be risks, for sure. Not all of them are simply homeless. Some are
fugitives, but most are people who have a long history of bad decisions in
their life. Many are entangled in addictive substances which prolongs their
homelessness.
We just learned of Three Rivers Marina at mm 275....its $0.75 /ft for the
night. Its 9 miles after the lock at Brandon Road.
My transient dock rule is when a dock is that cheap, I choose it over a
place with no electric, water, or other facilities.
So we'll try for Three Rivers Marina tomorrow. If we cant get that far then
I know what to expect at Joliet.

We've stayed there twice (Oct. 2011 the last time). I would stay there
again. We had no problems either time. It is a very poorly lighted urban
park area and there are a few homeless types or locals hanging out in the
area however no one approached us or the boat and no other boats there had
any problem. Joliet reminds me somewhat of the south ferry landing in
Portsmouth that has a greater population of homeless who seem harmless. Free
power is nice however the wall is rough in some spots. I don't recommend
leaving the boat at night to go to the casino across the river but a few
folks do...I don't do casinos.
