Rules for placing items on the agenda

Does anyone have rules for governing body members placing items on the agenda they would be willing to share? For example, some municipalities require approval from two or more governing body members for an item to be placed on the agenda while in other municipalities, any governing body member can put an item on the agenda.  A couple of municipalities have reached out to OML and It would help to provide them with some good examples.

City of Norman Code Provision:

2-101 Council Agendahttps://norman.municipalcodeonline.com/book?type=ordinances#name=2-101_Council_Agenda

  1. The City Manager shall prepare an agenda specifying the order of business for each regular meeting of the City Council.
  2. Once prepared, a copy of such agenda and support material shall be furnished, without cost, as far in advance of the applicable scheduled meeting as practicable to:
    *  Each member of the City Council;
    *  Any City employee as the City Manager deems appropriate;
    *  The Pioneer Multi-County Library;
    *  Any public media requesting a copy.
  3. Furthermore, a copy of the specific item agenda and the support material therefor shall be furnished without cost to that person, applicant, his agent or attorney who has:
    *  That item appearing on that particular agenda;
    *  Paid to the City his applicable fee for such; and
    *  Specifically requested in writing that he be supplied with that item and the support material therefor.
  4. Except for matters specifically exempted by the City Manager, all other requests, reports, communications, ordinances, resolutions, contract documents, or other matters proposed for the City Council's consideration shall be submitted to the City Manager no later than 5:00 p.m. at least ten days preceding the City Council meeting in which it is to be considered, though this time limit may be administratively lengthened by the City Manager.
  5. The City Manager shall be required to place policy and budget items on the agenda of the City Council meetings when three Councilmembers request it.

We had a very bad habit of putting anyone on the agenda that walked into the Town Complex and asked.  I advocated strongly for implementing this policy, and surprise, surprise-our agendas suddenly were much shorter.

Here's what we adopted in Warr Acres (Charter Strong Mayor) over a decade
ago:

2.05.010: ITEM SUBMITTAL:
Matters to appear on the city council agenda shall be submitted by staff to
the city clerk in writing with supporting documentation prior to five
o'clock (5:00) P.M. on the Monday of the week prior to any regularly
scheduled council meeting. Any council member will have the right to put
any item on the agenda; provided, however, that they must submit their
proposed item to the city clerk in writing with any supporting
documentation at least one week prior to the five o'clock (5:00) P.M.
deadline outlined herein. Upon receipt of a requested topic from the
council member, the city clerk will forward the item to the appropriate
staff for review so that the staff can submit any further supporting
documentation that may be necessary. The city attorney shall review the
proposed agenda item and may amend the proposed language of the agenda item
so as to ensure its compliance with state law, the city charter or this
code. (Ord. 1122, 2012)

Subject: [Oama] Rules for placing items on the agenda

Does anyone have rules for governing body members placing items on the agenda they would be willing to share? For example, some municipalities require approval from two or more governing body members for an item to be placed on the agenda while in other municipalities, any governing body member can put an item on the agenda.  A couple of municipalities have reached out to OML and It would help to provide them with some good examples.

The advice of a municipal attorney, as a legal advisor, should be followed before making any decisions regarding accepting, spending, or reporting on ARPA funds.
