To: Joel Packer jpacker@cef.org

Building on yesterday's analysis of the House Budget Chair's proposal, today Robert Greenstein examines Senate Budget Committee Chair Enzi's plan.

Greenstein states that the Enzi plan would increase poverty, decrease key investments to promote opportunity and foster economic growth, and rely on enormous “magic asterisks” to balance the budget.

He explains that the Senate plan would:

§  Balance the budget in ten years through massive cuts in domestic programs, with no revenue contribution;
§  Hit programs for Americans with low or modest incomes exceptionally hard;
§  Repeal health reform and cut Medicaid deeply on top of that;
§  Essentially balance the budget only on paper, with the help of a “magic asterisk”;
§  Cut funding below the already-damaging sequestration levels in the years after 2016 for non-defense discretionary programs;
§  Shrink federal spending to stunningly low levels.
Read the full statement here (PDF 4 pp.) and see all of our budget analysis here.
