Proposed contribution: docking record title bars in place, at the tops of records

Your comments are invited on a proposed contribution to CollectionSpace
v4.1 regarding docking record title bars in place - at the top of the
record - when scrolling.

A second contribution that we've found useful at UC Berkeley, which was
suggested by the Berkeley Art Museum, is to dock a record's title bar in
place when scrolling through the record's fields.

That way, you can always view a summary of which record you're working
with, displayed at the top, even as you scroll down through the record's
fields.
