It sounds like this guy is the pick, unless something weird comes up the background check.
According to the Detroit News, Kelly used to work as an education policy adviser for former Gov. Kelly has been a vocal advocate for school choice and an ally of DeVos. The Great Lakes Education Project, a school choice and charter school advocacy group formed by DeVos, gave $2,000 to Kelly in campaign contributions over the last three years.

“Clearly, I share her ideology on universal school choice, but this is less about vouchers and more about doing what we can to help the 70% of kids who don’t graduate from college,” he said. “This is a great opportunity to help her and the President and do what we can to get kids into meaningful education and jobs.”
Kelly has advocated for both a voucher system for the Detroit Public Schools or dissolving the district in favor of turning it over completely to charter schools. (my emphasis)

Looks like he represents the Saginaw MI area. Anyone have a program connection in that area? It didn't look like ProLiteracy does but we will double check.
