More on Budget Deal

As I wrote late yesterday, the President and congressional leaders reached agreement on a budget deal to raise the caps on defense and non-defense discretionary (NDD) funding for fiscal year (FY) 2020 and 2021, and to suspend the debit ceiling until July 31, 2021. I read a little more about the agreement this morning.
The deal increases funding above the current 2019 level for NDD by $56.5 billion over the next two years. $24.5 billion for FY 2020. To put that in perspective though — that’s just a 4.1% increase.
It also raises defense funding relative to its 2019 level, but by $10 billion less than the non-defense increase.
The NDD levels are a little bit  lower than what the House had approved earlier in the year. This will mean that some programs will get less funding than in the FY 2020 bills the House has already approved. (Of course the Senate hasn’t passed any bills yet, so the increases provided by the House bills were never a done deal anyway.)
Most importantly, assuming this deal is approved in both the House and Senate, it paves the way for the appropriations process to move forward. We should start to see the Senate marking up bills. Might even get it all done before September 30th!

I thought I read that McConnell wanted it voted upon before July 26 and the summer recess?

Right.

  • Both House and Senate will vote on this budget deal before the August recess (that's the plan, anyway)
  • Then when they return in September, they will take up the approps process, which Jeff (in an uncharacteristically optimistic moment) suggests might be completed by the end of the federal fiscal year on Sept 30.

The happiest news here to my mind is the end of the sequester.
