Here’s the latest from Sheryl/CEF.

I’ll save you the trouble of perusing the Democratic party platform for any mention of adult education. There isn’t any.

On page 12, in the section on immigration, however, there is this:
"We will invest in immigrant integration services, expand access to English language education, and promote naturalization to help the millions of people who are eligible for citizenship take that last step."

Note the letter being circulated to protect the Pell surplus money. Based on the discussion we had about this at the last CEF meeting, I am not particularly confident that the House is going to use the Pell surplus or take as big a bite out of it as the Senate has proposed, and this would increase the pressure on funding for programs in the Labor-HHS bill. The subcommittee marks up their bill tomorrow — hopefully we won’t see a cut. Would be a big deal if we see an increase.

I. House Labor-HHS-Ed

As a reminder, the House Labor-HHS-ED Subcommittee is marking up their FY2017 Appropriations bill on Thursday, July 7 at 9:00 am in 2358-C Rayburn House Office Building. We will be updating the group throughout the week as we receive information about the bill.

II. Education

The House Education and the Workforce Committee is marking up the “Strengthening Career and Technical Education for the 21st Century Act” (H.R. 5587) on July 7, 2016 at 10:00 am in 2175 Rayburn House Office Building. The House Agriculture Committee is holding a hearing titled “Past, Present, and Future of SNAP: Evaluating Error Rates and Anti-Fraud Measures to Enhance Program Integrity” on Wednesday, July 6, at 10:00 am in 1300 Longworth House Office Building.

Yesterday, Hillary Clinton addressed the 2016 NEA Representative Assembly in Washington, DC. It was reported that she was briefly booed by teachers in the audience when she encouraged cooperation between public schools and charter schools. It was also reported, however, that she won back some of the crowd by making a distinction between charter schools in general and charter schools run by for-profit companies. Although with her emphasis on college affordability issues, Clinton has been particularly focused on early childhood education throughout her campaign. The Democratic National Committee released a draft of its party platform on Friday, proposing free community college for all, expanding federal income-based repayment programs, cutting interest rates for future student loan borrowers, and opposing for-profit charter schools. Ranking Member of the House Education and the Workforce Committee Bobby Scott is circulating a “Dear Colleague” letter urging support of protecting Pell Grant funding. The letter argues that all available resources in the program should be preserved, including the Pell surplus for FY2017. We will continue to monitor the release of the letter, and include it in a future update.

III. Events

REMINDER: we have another CEF members meeting scheduled for Friday, July 8th, with David Pomerantz, Minority Staff Director for House Appropriations, and Lisa Molyneux, Minority Staff Assistant for House Labor-HHS-Ed Subcommittee, confirmed as our guest speakers.
