Cemetery Issues

Group,

I represent a small town that owns a cemetery. The grounds were in bad repair so some time ago the council made some rules and then implemented them. Since that time there has been quite an uproar about the new rules. Mind you, no one showed up when the issue was on the agenda for several months but now everyone wants input.

My question is, I know the town can't simply give the land away, but how does one get the fair market value of a cemetery? Is is treated as simply real property? Can it be sold to an individual? Are there any restrictions on selling it to a "group", such as a cemetery board?
