sidewalk performers and noise ordinance

A member is looking for examples and guidelines for ordinance drafting for sidewalk performers and noise ordinance language and enforcement matters.  They are wondering what is the proper/acceptable decibel level for a performer to be able to use (is it 65, other?) and how is that noise level determined, enforced, and prosecuted?  Has there been any cases challenging sound violations, and what type of technology is available to measure?  They are also wondering about time restrictions and whether you are aware of any cases concluding time restrictions are not narrowly tailored to the governmental interest.  If you could send me your responses to akarras@imla.orgmailto:akarras@imla.org, I will pass them along.
