While you are absolutely correct with regard to teaching OVERTAKING situations - One Short blast - I will pass you on Your Starboard Side (my Port); Two Short blasts, I will pass you on Your Port Side (my Starboard side).
Obviously your statement: "One - I am On the Right" or- "Two -I am On the Left" means that you are in relationship to the other vessel???
Obviously the REVERSE signals would apply for MEETING situations? i.e. One Short blast means I will pass you on My Port side and Your Port side. Two Short blasts will mean that I will pass You on My Starboard Side and Your Starboard Side???
The above pertains to Power Driven Vessels, but what about Power Driven Vessels and Sail Only Vessels (there aren't any since they all either sail or power sail to maintain their "right of way").
I do like your shorthand that: If I give (sound) One Whistle I am on MY RIGHT, If I give (sound) Two Whistles I am on My LEFT -- not necessarily Yours (my modifications).
With regard to the shorthand used by the tow boat captains on the Heartland Rivers, what we heard over and over was: "I'll see Ya On the Two" not as you stated "I'll see you on ONE or TWO. The problem is that one can not be sure who's One or who's Two they refer to. We consulted our Cousin who is a Tow Boat Captain. who told us that we were correct in that the First vessel to sound the Horn / Whistle was "in charge of the communications" and to ALWAYS reply in plain English the maneuver we wished to execute.
Unfortunately this thread must by now have everyone not familiar with the Rules of the Road and the proper Horn / Whistle Signals TOTALLY confused. Not that anyone is wrong, but the various ways of remembering how to communicate properly.

Here is the correct citation for part of Rules 34 of the INLAND rules:
(c) When in sight of one another:
(i) a power-driven vessel intending to overtake another power-driven
vessel shall indicate her intention by the following signals on her
whistle: one short blast to mean “I intend to overtake you on your
starboard side”; two short blasts to mean “I intend to overtake you on
your port side”; and
(ii) the power-driven vessel about to be overtaken shall, if in
agreement, sound a similar sound signal. If in doubt she shall sound
the danger signal prescribed in paragraph (d).
NOW, to nuances, please note the six words (capitalized) that are different
in the International version of the first line of the quotation - When in
sight of one another IN A NARROW CHANNEL OR FAIRWAY:
So feel free to blow your horn in inland waters when overtaking another
vessel whether or not you are in a narrow channel - period.

John, jumping in here, regardless of meeting or overtaking, "one
blast" is easiest to remember if one = I am on the right and two = I
am on the left. Look at your quote above. See? One blast, I will
pass you on my port side = I am on the right. Two blasts, I will
pass you on my starboard = I am on the left. Still works. Passing
or overtaking.
