I am reviewing the authority (or lack thereof) for a city to require a developer to make improvements to off-site property as a condition to approval of a development project. The requirements could be codified, or they could be negotiated. The off-site improvements could include road improvements, sewer or water line improvements or extensions, or any number of other improvements that could be necessary or desirable in connection with the proposed development. I would appreciate any legal authority, thoughts, citations, or practical experiences (including legal challenges).
