Dear IMLA Police Alternatives Working Group:
This group is being created to discuss alternatives to policing that local governments are exploring. A number of local governments have launched programs intended to provide unarmed crisis responders. Because this is a new approach, the legal issues our members are encountering are also novel. This group will allow members to collectively brainstorm issues surrounding alternatives to policing.
We will hold our first meeting on Monday, January 9th from 2-3 pm eastern. You should have just received a calendar invite with the zoom login, but I am also providing the link below. We will use this first meeting to discuss goals for the group but we can also discuss specific questions members of the group may have.

Thanks for your interest in this group and thanks to all those who joined our initial meeting yesterday. Our goals for the meeting were to (1) get the conversation started, (2) create a list of topics we want to discuss/explore through this group, and (3) to determine how often we want to meet. Here's the recap:
The Conversation: We heard via chat and virtually from folks from folks from several municipalities, including Albuquerque, Orlando, St. Petersburg. Philadelphia, and Durham. Several attorneys shared current programs implemented in their municipalities, lessons learned, and their willingness to discuss with others considering similar programs.
i. IMLA will create a dropbox for this group. If you have anything to share, please send it to Amanda.
a) We will have a folder were we can upload information regarding grants and funding opportunities for this work. [If you have any documents to share, please send it to Amanda.]
b) We will have a folder were attorneys can share sample contracts for services used for alternatives to policing programs. [If you have any documents to share, please send it to Amanda.]
c) We will have a folder focused on data sharing, privacy issues, contracts with software/program vendor, and data analysis for alternatives to policing programs. [If you have any documents to share, please send it to Amanda.]
d) I'd like to create a master list of existing programs.

a) contracting out social work/clinical services that are part of alternatives to policing programs

iii. Litigation - any litigation related to these programs?
iv. Data
a) Privacy issues
b) Public record laws
c) Date sharing
d) Data analysis
e) Clinician in the 911 communication centers
v. Venting... because this is new work for most of us and as attorneys we are often put in the position of project manager, rather than attorney. And who doesn't need to vent some steam?
* Meetings:
i. We did not hear from many of you regarding preference. Those that replied indicated wanting to meet monthly. I suggest we got with that and see how it goes.
To try to create a plan for our next few meetings, I'll be reaching out to folks to see who might be interested in speaking on the topics listed above.

Our February meeting will be on February 21st at 2pm. We will focus on contracts related to alternatives to policing. Several of you mentioned that your municipality contracts out some or all of the services provided by your municipality in this context. For example, contracting with clinicians or unarmed community response teams. Can you please send me sample contracts with a 1-2 sentence explanation? I'd like to look through the contracts, categorize them, and upload them into our dropbox folder. This will help our group better organize and share resources. These contracts will guide our discussion next month. Please let me know if you are willing to speak on the contracting process and lessons learned.
Also, someone during our last meeting mentioned using opioid settlement funds towards police alternative services. Anyone else doing that? Please send me any sample contracts you have. This is a great use of those funds. I think our group will greatly benefit from hearing more from any municipalities taking this approach. Please let me know if you are willing to speak on the strategies (As or Bs) relied on your municipalities to fund this work, the contracting process, and lessons learned.

v. Venting... because this is new work for most of us and as attorneys we are often put in the position of project manager, rather than attorney. And who doesn't need to vent some steam?

i. We did not hear from many of you regarding preference. Those that replied indicated wanting to meet monthly. I suggest we got with that and see how it goes.
To try to create a plan for our next few meetings, I'll be reaching out to folks to see who might be interested in speaking on the topics listed above.

This group is being created to discuss alternatives to policing that local governments are exploring. A number of local governments have launched programs intended to provide unarmed crisis responders. Because this is a new approach, the legal issues our members are encountering are also novel. This group will allow members to collectively brainstorm issues surrounding alternatives to policing.
