Most boaters are clueless about signals ... and probably about everything
else.  That is why there is an Amtrack horn on my boat.  I point my boat in
the right direction to make my intentions abundantly clear and then I make
them think a train is approaching.  Occasionally they notice.

Where can I get one of those Amtrack horns?  I think you are really on to something!

BTW, boaters are required to know the rules of the road which include the horn/whistle signals, proper VHF radio protocol, lights, etc.  Just like they are required to know that they must stop for a school bus with its red lights flashing!

Mac and List,

Just as the highway laws are not "should know" but "must know", so it is with maritime law and the rules of the road - they are not "should know" but "must know and must comply with".  I am sure you will agree that telling an Admiralty Judge that you didn't bother to take a course and therefore are not knowledgeable will not translate to forgiveness or no penalty / fine or obligation to pay for damages caused as a result of one's ignorance.

One preventative measure that all boaters should take is to always have a good digital camera with a telephoto lens on their bridge at all times.  Take Photo's to prove infractions that need to be reported.  On many occasions, showing a digital photo to a lockmaster or law enforcement officer will result in corrective action versus a he said, you said situation.
