Hi everyone, A member shared with us the National Community Development Association’s News Update on June 18th: On April 3, NCDA and the Council of State Community Development Agencies (COSCDA) sent a joint letter to HUD Secretary Turner seeking guidance on the FY25 Consolidated Plan and Annual Action Plan submissions. The June 5 HUD response letter indicates the Department plans to keep in place CPD-25-02 notice<https://www.hud.gov/sites/dfiles/OCHCO/documents/cpd-25-02.pdf> released on January 14, 2025, Guidance on Submitting Consolidated Plans and Annual Action Plans, to govern the submission of Consolidated Plans and Annual Action Plans for FY25. Grantees are also encouraged to review the Presidential executive orders as they develop their plans. Grantees must submit their plan by August 16, 2025, to avoid losing CDBG funds for the program year. According to the letter (see attached), the FY25 grant agreement will emphasize compliance with the Administration's priorities and executive orders, including: Executive Order 14168 - grant funds cannot be used to promote gender ideology (self-assessed gender identity). Executive Order 14182 - grant funds cannot be used to fund or promote elective abortions. Executive Order 14218 - undocumented immigrants cannot receive public benefits. The letter further emphasizes that grant funds cannot be used to subsidize or promote illegal immigration or abet policies that shield illegal immigrants from deportation.
