I'm trying to find out what appeal rights a City has when HUD, after an OIG audit (modified by HUD's follow-up) wants grant money back? One would think there would be an obvious answer. Other than assuming we can do directly under the federal APA to hearing officers for HUD matters, I haven't been able to find anything.
