If you're disposed to ignore and violate US law, take the boat to the Bahamas to have the bottom painted. You get a little vacation, and a cheap bottom-job with very high quality anti-fouling properties. You needn't worry, either. I hear the micro-organisms that live in the water at Key Largo are immune to heavy metal poisoning. And they're not part of the food chain there, either. So much for paradise.

A search for Tributyltin Oxide will get you there.
An alternative (I hear) is to add Kocide (copper fungicide) to your regular bottom paint for an added year of protection.
